Googling "hobbit law" scratches the surface. Basically the actors union asked for actual consistent fair pay and the studio went "LOL WTF" so the union announced a boycott and the studio went "K WE'LL FILM SOMEWHERE ELSE" (ironically, some of the options for their alternative filming locations... have laws requiring what our union wants) and the government scrambled to make a shit law and throw some money at the studio to appease them.
